County to consider adopting pretreatment ordinance tied to regional wastewater authority

County public-works staff told the board they will hold a public hearing to adopt updates to the county code implementing pretreatment requirements for users discharging to the Three Rivers Regional Wastewater Authority.
The county engineer said the update (read in the meeting as section "15 15010") is a pretreatment ordinance aimed at industrial and commercial users to ensure they meet required treatment levels before discharging to the regional sewer system so the treatment plant is not upset. Staff said the changes would include requirements to manage total suspended solids, biochemical oxygen demand and ammonia discharges, and that new facilities with volatile organic compounds and similar contaminants would be subject to updated treatment levels.
When commissioners asked whether the ordinance would affect landfill operations, staff said the impact would be minor and that the county is already working to align monitoring and requirements; the county’s landfill was described as generally operating with few violations and in the black financially.
The board scheduled the public hearing for the ordinance update; the transcript does not record final adoption or a vote.
