Windsor council adopts updated planning fees and approves small appropriations

At its Dec. 9 meeting the Windsor Town Council voted unanimously to adopt changes to the Planning & Zoning fee schedule and to accept two small appropriations to the FY25-26 General Fund.
Interim Planning & Zoning Administrator Maxie Brown described a comparative study of neighboring jurisdictions used to set the revised fees. Two new fees were added to the schedule: a $100 Zoning Certification Letter, intended for buyers seeking zoning confirmation, and a $100 After-the-Fact Zoning Permit for property owners who completed work before obtaining required permits. Brown also proposed language to place applicant-borne costs for additional advertising or delays on the applicant; Town Attorney Fred Taylor recommended including verbiage that applicants bear expenses caused by their actions.
Council then approved two budget resolutions presented by Treasurer Cheryl McClanahan: an appropriation of $896.20 from VRSA to the General Fund for Police vehicle repairs and maintenance (motion #7), and an appropriation of $5,850 received by the Police Department for purchase of toys for the Annual Toy Drive to the General Fund (motion #8). Both measures were approved unanimously. Council subsequently moved into a closed session to discuss personnel, real estate acquisition, and related legal and investment matters under Virginia Code §2.2-3711; upon reconvening the council certified the closed session discussion under Virginia Code §2.2-3712(D) and adjourned at 9:14 p.m.
The fee schedule will be implemented by Planning & Zoning; the appropriations were entered into the FY25-26 operating budget as noted in the meeting record.
