Windsor reviews FY2026‑27 budget draft; treasurer reports April revenue and contingency transfer planned for planning & zoning

Town Treasurer Cheryl McClannahan reported April revenue figures and budget status at the May 12 Windsor Council meeting, and staff updated council on timing for the FY2026‑27 budget process.

McClannahan said the town received $122,429.09 in quarterly meals tax in April, $53,253.09 in real‑estate receipts so far, $41,876.59 from business‑license collections and $16,327.52 in county sales‑and‑use tax. Interest earnings totaled $11,085.76. She also reported that 87% of 2025 personal‑property tax and 13.44% of 2025 real‑estate tax had been collected to date.

Councilman David Adams questioned a $47,000 negative balance for Planning & Zoning, which staff said would be covered from contingency with a transfer to be formalized in June. Manager William Saunders said the FY27 draft budget remains unchanged from the April 28 work session pending health‑insurance rates from the Virginia Risk Sharing Association; staff expects that information before the next meeting.

Council also agreed to a special meeting May 28 related to the budget and public hearings. There were no votes that altered the draft budget at the May 12 session.
