Spofford commissioners authorize reserve withdrawals to cover boiler and HVAC replacements, boost emergency trust fund

Evan James Deutsch, Commissioner Chair, moved to request withdrawals from the Building Capital Reserve Funds to pay $12,037.20 to Kameron Howard for boiler replacements and $41,137.52 to Bergeron Mechanical Systems LLC for mini-split replacements; Commissioner John Forester seconded and the motion carried unanimously. The minutes record the payments as directed to those payees.
Commissioner Rob Hodgkins moved to amend the amount of the 2026 Warrant Article 9 to $20,000 for the Catastrophic Emergency Expendable Trust Fund; Commissioner John Forester seconded and the motion carried unanimously. The commissioners' action increases the district's designated reserve for catastrophic events ahead of the 2026 warrant cycle.
The board also signed a preventive-maintenance agreement for the new propane boilers at $180 per boiler per visit. Maintenance-plan quotes recorded in the minutes include: Gary Jackson Heating at $1,300 annually; Kameron Howard at $180 per boiler per visit; mini-split service quoted at $100 per condenser per visit and $60 per air handler. The minutes show the commissioners approved the PM agreement for two boilers at the Kameron Howard rate.
Propane procurement remains open: Davis Oil & Propane submitted a quote of $2.40 per gallon; a quote from LG Propane had not been received and the commissioners tabled propane selection until the next meeting.
The district's next meeting is scheduled for Feb. 5, 2026, at 6 p.m.; a joint Chesterfield-Spofford Fire Commissioners meeting is listed as TBD.
