Canaan Budget Committee recommends slate of warrant articles, approves $589,142.69 transfer for fire equipment

The Canaan Budget Committee on Jan. 15 recommended voters approve a slate of warrant articles for the 2026 town meeting and endorsed a transfer of $589,142.69 into the Fire Department Equipment Capital Reserve Fund.
Budget Committee Chair Sal Percia said the funds for the transfer originated from the Fire Truck Reserve and that the committee recommended Article 11 by an 8-0 vote. The committee voted 8-0 to approve the slate of warrant articles as presented and recorded individual recommendation tallies on each article for the record.
Why it matters: The Article 11 transfer is the largest single warrant-article financial action the committee reviewed and shifts existing General Fund resources into a capital reserve for fire equipment. The committee’s recommendations do not enact the articles — they inform voters who will decide at the Deliberative Session and subsequent ballot vote.
Committee recommendations and notable tallies included: Article 11 — transfer of $589,142.69 to the Fire Department Equipment Capital Reserve Fund (recommendation 8-0); Article 18 — a petition to fund an Animal Control Officer not to exceed approximately $9,000 (recommendation 7-0-1, Wells abstained); Article 20 — change the Select Board from three to five members (recommendation 6-0-2, Bergeron and Souza abstained); and several community-service requests ranging from $2,100 to $13,500 for outside organizations. The committee recorded a 5-1-2 recommendation for West Central Behavioral ($3,920) and a 5-1-2 recommendation for the Grafton County Senior Citizens Council ($13,500); Tri-County Community Action Program ($7,588) was recommended 6-0-2 with the committee noting that 32 Canaan residents had received fuel or energy assistance.
Advance Transit (Article 25) was recommended 6-1-1 for $10,135; committee members noted six weekday buses serve the area and cited roughly 4,500 boardings associated with Canaan. Multiple smaller human-services articles (WISE, West Central Behavioral, Tri-County CAP) drew mixed support and several abstentions across the committee.
The committee also finalized and distributed its taxpayer letter to accompany warrant information. The Budget Committee recessed for a short break and then reopened at 6:05 PM for a public hearing on the proposed budget. The committee recessed the public hearing to the Deliberative Session scheduled for Jan. 31, 2026, at Mascoma High School Auditorium.
