Daviess County commissioners approve highway vouchers, authorize DocuSign and greenlight $36,005 courthouse parking lot estimate

The Daviess County Commissioners on May 12 unanimously approved several routine fiscal and administrative items, including two highway-related voucher claims, electronic signature authorization for the highway supervisor, and a courthouse parking-lot estimate.
Chris Winkler, Daviess County Highway Supervisor, presented a County Wide Bridge Inspection (CWBI) voucher for $1,793 with 80% reimbursable ($1,434.40) and an LPA voucher for preliminary engineering on the Old US 50 intersection/roundabout for $21,336.22 with 90% reimbursable ($19,202.60). Commissioners approved both vouchers without opposition (motions moved by TC Cook; seconded by Nathan Gabhart).
Winkler also requested permission to use DocuSign so he can electronically sign INDOT-related documents that the board has already approved, which he said will help keep processes moving. Commissioners approved the use of DocuSign for Winkler by unanimous vote.
Scott Schnarr, county maintenance supervisor, presented a Hardrock's Concrete Inc. quote of $36,005 to shift a sidewalk and widen the courthouse parking lot; the board approved the estimate with funding from the County Building Fund. Commissioners also approved the payroll docket for 05/01/26 and multiple utility/claims dockets (042426 utility; 042826 utility; 050126 utility; 051526 claims).
Winkler asked to delay the Highway Department2025 annual report because mileage totals had not yet been entered; the board voted to table the report until the May 26 meeting.
All motions recorded at the May 12 meeting were moved by TC Cook, seconded by Nathan Gabhart and passed unanimously. The meeting adjourned following the approvals.
