Council approves two‑year street‑sweeping contract, staff says contracting is cheaper than buying a sweeper
Summary
The council approved a two‑year contract (with options) for street‑sweeping services with USA Services LLC via a Sourcewell contract, budgeting roughly $92,160 annually; staff said contracting avoids equipment lifecycle and staffing costs of a $400,000 vehicle purchase.

The City of Temple Terrace agreed on July 7 to continue contracted street‑sweeping services with USA Services LLC under a Sourcewell contract rather than purchase a city‑owned sweeper.
Public works director Jason Warrenfeld told the council the FY26 budget originally included a $400,000 line item to buy a sweeper, but after reviewing long‑term lifecycle costs, staffing needs and equipment downtime (typical sweeper life 5–7 years), staff recommended a contractual approach. The recommended agreement provides 16 sweeping cycles annually, with two‑year initial term and two additional one‑year options, and is budgeted at about $92,160 per year.
Council members asked whether contract frequency and coverage would meet city needs for events and leaf seasons; Warrenfeld said the contract includes emergency and event rates and staff is updating GIS mapping of sweep cycles. The council approved the resolution to enter the contract; the motion passed without recorded opposition.
