Garfield updates water audit, standpipe project and ESCO RFQ

The Garfield City Council received multiple operational updates on June 10: progress on a planned standpipe project, the status of the municipal water audit and the schedule for a Request for Qualifications (RFQ) for performance services (ESCO).
Mayor Gary Blackburn reported that the Arkansas Natural Resources Commission confirmed a 2024 Agreed‑Upon‑Procedure is not required; a full audit is due in December 2025. CPA firm Bell and Company is preparing the municipality’s books for an audit to be performed by Landmark.
On the standpipe project, Mayor Blackburn said Davis Construction has dug a 36‑inch trench around the base of the existing tank and Atlas Engineering is supervising installation of the concrete base. ESI and Atlas inspectors will be on site for digging and pouring of the base.
Council reviewed the RFQ for Performance Services. The RFQ was advertised in the Arkansas Democrat‑Gazette on June 8 and will run again June 15, 2025. Key schedule items listed in the RFQ are: questions due June 15; responses June 18; proposals due June 20 by 3:00 p.m. Central Time; review completed June 23; and possible ESCO interviews and selection on June 24. Facility assessment, presentation and contract issuance dates were listed as TBD in the RFQ notice.
Mayor Blackburn also reported he had spoken with Jason Fitzgerald with CARDS about reimbursement for a Benton County dumpster expense; Fitzgerald said he would have an answer this week. The council did not take further action on the ESCO RFQ or the reimbursement update at the meeting.
