Recorder‑Treasurer Christal Allen read the ordinance by title after Mayor Gary Blackburn introduced the measure. Council Member Teeselink moved to read the ordinance by title only; Council Member Rambo seconded and the motion carried unanimously. After discussion, Council Member Rambo moved to suspend the rule requiring three separate readings, Council Member Kitterman seconded, and the suspension passed unanimously. The council then voted to approve Ordinance 218 and to invoke the emergency clause; all recorded votes were in favor (Council Members Teeselink, Kitterman, Smead and Rambo).
