Garfield council approves ARPA expenditure changes, two 2025 agreements and a one‑time personnel payment

At its Nov. 12 meeting the Garfield City Council approved a series of financial and administrative items, including a revision to ARPA expenditures and a one‑time payment for city personnel.
Recorder‑Treasurer Christal Allen read proposed Resolution 204 revising the expenditure of American Rescue Plan Act funds; Council Member Smead moved approval, seconded by Council Member Teeselink, and roll‑call votes were recorded as yes from Smead, Rambo and Teeselink.
Council also approved agreements for 2025 with NWAEDD and NWARPC after motions to approve were made and seconded; the record notes “all in favor, motion carried.”
Staff provided draft 2025 budgets for the General, Street and Water funds for review at the council’s December meeting. Council members approved a one‑time payment in lieu of raises for all city personnel for 2024; the motion passed unanimously among those present. Finally, Council Member Smead moved and Council Member Rambo seconded acceptance of the October 2024 financials; the motion passed.
Separately, Mayor Blackburn reported that the city received a 75% FEMA reimbursement of $3,894.89 for generator use during May storms, and that a roadside embankment and culvert grant for Schooley Lane will reimburse 75% ($19,552.95) of a $26,070.59 total cost, leaving a city share of $6,517.64. The council took no action to change tax rates or finalize the 2025 budgets at the Nov. 12 meeting.
