Canaan Budget Committee recommends approval for most warrant articles, records individual tallies

At its Jan. 15 meeting the Canaan Budget Committee approved the slate of warrant articles and recorded individual recommendations and tallies for each article, including a $589,142.69 transfer for fire equipment and mixed recommendations on social-service appropriations.
The Canaan Budget Committee on Jan. 15 voted to approve the slate of warrant articles and recorded recommendation tallies for each item, moving the articles forward ahead of the town’s Deliberative Session on Jan. 31 at Mascoma High School.
Committee Chair Sal Percia said the committee approved the slate of articles 8-0 and that vote tallies would be recorded for each warrant article. The committee recommended unanimously (8-0) that Article 11 transfer $589,142.69 derived from a Fire Truck Reserve to the Fire Department Equipment Capital Reserve Fund.
On individual warrant items the committee recorded mixed recommendations. The committee recommended Article 18 (a petition to fund an Animal Control Officer, not to exceed approximately $9,000) by a 7-0-1 vote, with Sadie Wells abstaining. The committee recommended Article 20 (to expand the Select Board from three to five members) by a 6-0-2 tally, with John Bergeron and Robert Souza recorded as abstaining. The committee recorded split recommendations on several social-service appropriations: Article 21 (West Central Behavioral, $3,920) and Article 22 (Grafton County Senior Citizens Council, $13,500) were recommended 5-1-2; Article 24 (WISE, $2,100) was recommended 5-1-2; Article 23 (Tri-County Community Action Program, $7,588) was recommended 6-0-2 (Riese and Souza abstained); and Article 25 (Advance Transit, $10,135) was recommended 6-1-1.
Committee members noted program-specific figures discussed during review: committee members said 32 Canaan residents received fuel or energy assistance tied to Article 23; Advance Transit was described as operating six buses per weekday and having roughly 4,500 boardings associated with Canaan. The committee also discussed the exemption warrant articles (Articles 15–17), noting those articles do not change the budget bottom line and that prior records showed 45 exemptions in the past.
The committee finalized its taxpayer letter for distribution with the warrant materials and will ask members to sign the MS-737 form after the Deliberative Session. The committee recessed prior to the public hearing and later recessed its public hearing until the Deliberative Session, as noted in committee actions.
The committee’s recorded recommendations do not themselves enact the warrant articles; final decisions occur at the Deliberative Session and at Town Meeting or by ballot, as applicable.
