Canaan Select Board approves recommendation slate for town warrant articles; two position-creation articles not recommended

At its Jan. 20 meeting the Canaan Select Board voted to approve a slate of warrant-article recommendations and to record a recommendation tally on each article. The motion to approve the slate was moved and seconded by Sadie Wells and Scott Johnston and carried.
The Board read each article aloud and recorded its recommendation. Articles 2 (General Fund), 3 (Water and Sewer Operations), 4 (Highway Capital Reserve Fund), 5 (Highway Capital Road Reconstruction Fund), 6 (Transfer Station Special Revenue Account), 7 (Government Buildings Capital Reserve Fund), 8 (EMS Capital Reserve Fund), 9 (Discontinue Fire Truck Capital Reserve Fund), 10 (Create Fire Department Capital Reserve Fund), 11 (Transfer funds into Fire Department Equipment Capital Reserve Fund), 12 (Police Capital Reserve Fund), 13 (Bridge Capital Reserve Fund), 14 (Modify Elderly Exemption), 15 (Modify Disable Exemption), 16 (Modify Veterans Exemption), 17 (Modify Disable Veterans Exemption), 20 (Modify Select Board from 3 to 5 members), 21 (West Central Behavioral), 22 (Grafton County Seniors Citizens Council), 23 (Tri-County Community Action Program), 24 (WISE), and 25 (Advance Transit) were each recommended by the Select Board with recorded tallies of 3-0. Articles 18 (Add Animal Control Officer) and 19 (Voter approval for new town positions) were not recommended, recorded as 0-3.
Board members asked that a median-income figure on some articles be corrected to $226,500 before DRA submission. The Town Administrator will submit the warrant articles to the Department of Revenue Administration for approval. The Select Board scheduled a special meeting on Monday, Jan. 26 at 5:30 p.m. to finalize and approve the warrant for posting.
The recommendation tallies will be included with each warrant article as the town prepares for the annual deliberative and voting process.
