Tenant reports mold, sewage and pest problems at Windsor Court Apartments; mayor offers private follow-up

Patricia Shearin, a resident of Windsor Court Apartments, told the Windsor Town Council that her building has evidence of mold, an ongoing drainage and sewage issue in the parking lot where children sometimes play, bed bugs, snakes and malfunctioning heating systems.

"We are having an issue at the apartments with evidence of mold ... We haven't had an inspection in years," Shearin said, adding that some residents fear speaking up because they believe management will threaten eviction.

Shearin described personal health impacts: "I take twenty-two different types of medication. I take three asthma pumps and there's mold in the apartment." She told council members she had talked with the management company and the corporate office but had received no substantive remediation.

Mayor George Stubbs responded that he would discuss the matter with Shearin after the meeting rather than in open session; Shearin agreed to stay after to meet privately. Council did not direct staff to order an immediate inspection during the open meeting nor did it vote on any enforcement action.

Town staff and the mayor indicated they would follow up outside the public meeting to avoid discussing certain individual housing issues in open session. The minutes record the complaint for follow-up; no timeline for inspection or remediation was included in the minutes.
