Council reviews 2026 budget amendment and approves $15,000 for parade security

Finance Director Kristen Reed presented the first reading of Ordinance No. 2841, characterizing it as the city's first 2026 budget amendment. Reed said the city found an almost $2,400,000 difference between estimated and actual beginning fund balances, primarily due to projects that rolled forward into the new fiscal year. The amendment would increase revenues by about $1,400,000 and expenses by about $2,600,000, producing a net increase in the ending fund balance of just over $1,000,000. Reed highlighted proposed staffing changes: increasing the media services technician from 0.5 FTE to 1.1 FTE and creating a temporary 0.5 FTE administrative specialist in finance to support implementation of new financial software.
Later in the meeting, Parks Director Lina Hicks described Resolution No. 1881, which would allocate $15,000 previously authorized by council for 4th of July parade security. Hicks said the allocation would be divided as follows: $8,500 for barriers lining the parade route, $2,500 for overtime to staff six additional city employees, and $4,000 to the Chamber of Commerce to hire security and event staff. Council moved to approve Resolution 1881 and voted by voice to adopt it.
The consent agenda, minutes approval, and motions to excuse absent councilmembers were also approved by voice vote. The ordinance 2841 budget amendment remained at first reading, giving council time to ask questions or propose edits before a second reading and final adoption.
