Council amended the proposal to allow construction through 8 p.m. (7 a.m.–8 p.m.), citing heat‑safety concerns for workers and the practicalities of some large projects that may require evening work. Staff said a strict decibel limit would be difficult to enforce and could unintentionally prevent necessary city maintenance and contract work.
The ordinance allows council to grant waivers for specific public projects when justified; enforcement for nuisance noise unrelated to construction remains available under separate code provisions. The measure passed on second reading with a 5–2 vote.
