Staff reports road‑bond project progress and rising projected costs; Kohler’s/Beebe work under way

City transportation staff and the program manager presented an extensive update on the City of Kyle’s 2022 road bond program, describing construction status, right‑of‑way acquisitions and revised cost projections.
Rick Klatt, program manager with Lochner, and Director of Transportation Mike Trimble reported that marketplace Avenue is complete and under budget; multiple large projects — including Kohler’s to Seaton (and the IH‑35 underpass component) — are under construction or in late design. The combined program estimate has increased to approximately $338.6 million, above the $294 million voters approved, driven by scope additions such as undergrounding utilities (roughly $22–23M), an allocated Vibe Trail (~$3.6M), and several property acquisitions totalling millions.
Staff said the best tool for cost certainty will be advancing projects to bid; some projects have returned favorable bids while others remain subject to escalation. Staff outlined cost‑containment strategies including phasing, internal construction management and pursuing additional partner funding. Trimble asked council to expect refined estimates as projects advance and recommended an open house (July 29 at 6 p.m.) to present work and solicit questions.
