Pennington Planning Board adopts amended Housing Element and Fair Share Plan; two abstentions

Planner Jim Kyle presented the amended Housing Element and Fair Share Plan (dated Jan. 2, 2026) to the Planning Board on Jan. 14, 2026, following a swearing-in by the board attorney.
Kyle told the board that the borough must adopt an affordable housing ordinance by March 15, 2026 or seek an extension of time; he said the borough also needs a development fee ordinance and an affirmative marketing plan, the latter to be adopted by the Borough Council as a resolution. Chair Jim Reilly opened the public forum for the item; no public comments were offered.
Andrew Jackson moved to adopt the amended Housing Element and Fair Share Plan; Gian Paolo Caminiti seconded. The roll-call vote recorded ayes from Caminiti, Mayor James Davy, Andrew Jackson, Kate O’Neill, Jennifer Tracy, Nazli Rex and Jim Reilly; Mark Blackwell and Amy Kassler-Taub recorded abstentions. The motion passed.
Next steps recorded in the discussion included preparing the required affordable housing ordinance for council consideration (or filing for an extension) and drafting the development fee ordinance and affirmative marketing plan for council action.
