Neosho council updates code to include water, wastewater and solid waste providers in license tax

The Neosho City Council unanimously approved an ordinance to amend Title 6 of the municipal code to include water, wastewater and solid waste providers in the city's license tax definitions and fee schedules.
Staff said the change adds those providers to the grocery receipt tax framework and codifies definitions and fee language for collection and remittance. "With the agreement from Republic being approved at the last council meeting, and discussions with Republic as well as Missouri American Water, they will need to be collecting that, and remitting that grocery receipt tax," Snyder said.
Council members discussed the unchanged statutory provisions for video service providers and noted the state's 2024 statutory changes that reduced maximum fees. After brief discussion the council approved Bill 2026-04 by a 4-0 vote.
The ordinance updates the city code to allow the identified utility and solid waste providers to collect and remit the license tax and codifies the related definitions. The motion carried 4-0.
