MPO policy board approves TIP amendment to reallocate CityBus grant funds

The MPO Policy Board of the Area Plan Commission of Tippecanoe County voted July 9 to approve Resolution T2608, amending the 2026–2030 Transportation Improvement Program to reallocate remaining funds from a 2024 CityBus grant.

APC staff said the CityBus 2024 grant originally included $1,280,000 in state, federal and local funds for a safety and security cameras project, but the agency now needs only a small portion of that allocation. "Instead of letting these funds sit and possibly lapse, they decided to move the balance, which is a significant amount, roughly almost $1,050,000, total cost to four projects," APC staff member Doug said. He told the board the funds will be shifted to facilities rehabilitation, miscellaneous support equipment, ADP hardware and ADP software; the cameras project scope will also be updated so it can spend a modestly increased amount.

Doug said the Technical Transportation Committee and the CityBus board recommended the amendment, and APC staff recommended approval. The board approved Resolution T2608 by roll call; recorded aye votes included Erin Easter, Tracy Brown, Gary Schroeder, Steve Snyder, Larry Levrence, Cindy Murray, Angel Valentin and Deb Calder.

Why it matters: reallocating the balance protects the grant from lapsing and directs federal, state and local funds toward near‑term transit operations and equipment needs in the county. APC staff said the adjustment keeps projects on track and enables smaller capital needs to be covered without seeking new funds.

The amendment was procedural; no further conditions or amendments were recorded at the meeting. The board moved on to an administrative TIP notification after the vote.
