Brown County commissioners approve payroll, easement purchase and multiple personnel moves

The board accepted the Transfer Station 2026 first‑quarter tonnage report as presented. Commissioner Heinen moved approval and Commissioner Richard Tesoriero seconded.
The board approved Cereal Malt Beverage License #2026‑02 for Sac & Fox Trad'n Post after a motion by Commissioner Tesoriero and a second by Chairman Heinen.
The commissioners approved Buried Cable Permit #26‑01 to authorize Rainbow Communications to install fiber‑optic cable in county right‑of‑way. The motion was made by Chairman Heinen and seconded by Commissioner Tesoriero.
For the FAS‑51 bridge replacement project the board voted to sign an agreement with the Stuckey Family Revocable Trust to purchase 0.35 acres for a permanent easement for $3,500. That motion was moved by Chairman Heinen and seconded by Commissioner Tesoriero.
Personnel actions approved included promotion of Road and Bridge Foreman Jerry Hisle to the newly created position of Road and Bridge Superintendent at $30.00 per hour, effective April 27, 2026; hiring James Lentz as a full‑time Road Crewman at $20.50 per hour, with an increase to $22.00 upon obtaining a commercial driver’s license; and hiring Joshua Perman as Landfill Assistant at $22.50 per hour. All personnel motions were moved by Chairman Heinen, seconded by Commissioner Tesoriero and carried.
The board signed Tax Change Order 2025‑082 as recorded in the minutes.
The meeting included multiple executive sessions: an interview of an applicant for Emergency Management Coordinator (the applicant participated via Zoom), attorney‑client sessions to discuss potential legal liability with KCAMP attorney assistant Forrest Rhodes and County Counselor Austin Parker, and a series of short sessions addressing non‑elected personnel duties and compensation.
