Council hears proposal to advance phase 2 of walking-trail lighting after cost underrun

Councilmembers asked about phasing, scope and bid timing. One council member cautioned that delaying work could increase costs later; another said getting the work done now could save money. Staff said the next phase would likely extend the lights toward Spring Street but would not complete the loop. Council indicated informal consensus to pursue the next phase as funds and final bids allow; staff said they will return with detailed cost estimates and, if needed, a budget amendment.
