Neosho council approves demolition bid, rezoning, change order and leak adjustment in unanimous votes

Neosho City Council unanimously approved several routine and project-specific items, including a $71,270 demolition contract for the old City Hall, a rezoning ordinance for a parcel near State Highway 86, a $42,360.40 change order for a public-works contract and a $12,314.09 leak adjustment for a commercial water account.
The council voted 7-0 to accept Signature Dirt Works LLC as the low bidder at $71,270 for demolition of the old City Hall and Municipal Court building at 221 North College Street; staff told the council the project requires asbestos abatement before demolition and the demolition agreement will return to council on March 3. "We received multiple bids back…Signature Dirt Works LLC was the lowest bid in the amount of $71,270," staff said.
On zoning, council considered Bill No. 2026-15, an ordinance to reclassify property at the southwest corner of State Highway 86 and Gateway Drive from R-1 residential to M-1 light industrial at the request of Skip Mark LLC. Staff said the applicant intends to operate a cold storage warehouse for egg products; planning and zoning recommended approval, and the council approved the ordinance 7-0.
Council also approved Bill No. 2026-16, authorizing change order number 5 with Jeff Asbell Excavating and Trucking Inc. for a cost overrun of $42,360.40. Staff said a portion of the overrun covers concrete work on High and Grant Street and class 3 rock excavation. A council member noted the contractor competition on bids and asked about timing; staff said they expected work to proceed following form removal and backfill.
Finally, the council approved a leak-adjustment request for Newell that staff calculated as $12,314.09: two months of sewer adjustment totaling $10,644.71 and one month of water usage adjustment of $1,669.38. Staff said the leak was identified by meter reads in January and repaired on Feb. 3; the adjustment was required because the total exceeded the city manager's delegated authority.
Other routine actions included approval of an eight-item consent agenda and the appointment, by unanimous consent, of Brett Smith to a PNC commission vacancy. No roll-call dissent was recorded.
