Kandiyohi council directs clerk to notify neighbors about dog feces on mowed strip; warns mowing may stop

Staff told the council that the City has historically maintained certain non-City-owned properties for public benefit but that a mowed strip abutting Helena Avenue has experienced ongoing sanitation problems and equipment maintenance burdens due to animal feces.
Council Member Toby Giese moved to direct the City Clerk to send a letter to residents adjacent to the Helena Avenue strip notifying them they are responsible for cleaning up after their dogs; the letter will also state that if the strip does not remain free of animal feces, the City will discontinue mowing it. Council Member Spencer Hunt seconded the motion and it carried.
The minutes do not list which properties exactly will receive the notice or any enforcement mechanism beyond discontinuing City mowing; staff will prepare and send the letters and report back at a future meeting as indicated by the clerk.
