Council votes to give members read‑only access to parish financial systems

The Parish Council on July 9 approved a resolution asking parish administration to provide council members with read‑only access to the parish’s financial systems, including Munis. The resolution passed 12 yeas, 1 nay and 1 absent.
Proponents said direct access enhances transparency and lets elected officials check parish finances without depending on intermediary staff. “I want to be able to go to the source,” one sponsor said, adding that the access requested was view‑only and not intended to permit edits. Several citizen speakers supported the request as an accountability measure.
Finance and IT staff cautioned the council that Munis is a fund‑accounting system with interlinked modules (payroll, accounts payable, grant funds) and that extracting unvetted reports can produce misinterpretation. Staff said the system is not immediately intuitive, that modules are intertwined, and that tailored reports and training are typically required; staff recommended a training program and technical controls to limit exposure to sensitive HR or payroll data.
Council debate covered three themes: (1) transparency and representative access to public records; (2) technical limits and the need for training to avoid inadvertent misinterpretation; and (3) security and whether screen captures or distribution of extracted information should be restricted. Some members asked for a postponement to design an access and training plan, but a motion to postpone failed and the resolution passed.
Administration will now work to implement read‑only access with appropriate safeguards and training; the resolution does not itself change payroll or personnel access nor does it authorize write privileges.
