Plumsted board approves shared services, special‑education placements and assessment licenses

The Plumsted Township Board of Education on Oct. 16 approved a package of finance motions that included a shared services agreement for a physical therapist, multiple out‑of‑district student placement contracts and purchases of assessment and instructional licenses.
The board approved a shared educational services contract with Manchester Township for a physical therapist running Sept. 1, 2024–June 30, 2025, not to exceed $40,000. The slate also ratified placement contracts for specific students with The Arc, Ocean County Chapter ($5,040), The Children’s Center of Monmouth County ($70,050.60) and Mary A. Dobbins School ($66,198.60).
The board approved purchases of instructional and assessment resources including 180 CogAT testing licenses for grades 2–5 at Dr. Gerald H. Woehr Elementary ($2,722.50), Discovery Education DreamBox Reading Plus licenses and related webinars ($1,762.50), an EdPuzzle Pro subscription for grades 7–8 ($2,380.00), and a payment services agreement with Heartland Payment Systems ($2,300.01). The district also approved licensing for upcoming musical productions and student portrait services; those contracts are funded by student activities or at no cost to the board, per the agenda.
Business Administrator/Board Secretary Sean Gately presented the finance items as part of Superintendent recommendations; the motion to approve A.1–A.16 was moved by Mr. Meroney and seconded by Mrs. Morgan and carried on a roll call vote with all members present voting yes.
Why it matters: the shared services agreement and out‑of‑district placements affect special‑education service delivery and the district’s near‑term contracted spending. The approved testing licenses affect assessment administration for elementary students in the current school year.
The board also ratified additional MOESC transportation routes and approved an agreement with Ocean County College to provide college‑level courses to district students for the 2024–25 school year. No items were tabled; the finance slate passed as presented.
