Forest Heights hires Curtis Melvin Watkins as Public Works supervisor; council raises questions about job description

The Town of Forest Heights adopted Resolution 25-26 to appoint Mr. Curtis Melvin Watkins as a supervisor in the Public Works department, with the motion carrying six in favor and one abstention.
Mayor Lilly introduced the resolution and described Watkins as a returning employee with eight years’ previous service and strong familiarity with the town. "He's worked here prior. He served 8 years in that department," Mayor Lilly said, adding that Watkins is a neighbor who treats the community as his own.
Council member Brownson raised concerns that the town administrator had circulated a five-page job description for the new supervisor role and questioned whether that combined too many duties into one position; Brownson also asked who the 'chief administrative officer' referenced in the document is, noting the town has no such position. "Five pages is just that doesn't seem HR... it doesn't seem right," Brownson said. The mayor acknowledged the position differs from the prior director-level slot and that staff would note Brownson’s comments.
Council President Noble and Council member McDonald each welcomed Watkins and urged a focus on proactive maintenance, beautification and clear scheduling of public works tasks. The clerk recorded six yeses and one abstention on the motion; the council welcomed Watkins back to the department.
