The fee was presented under new business as a single, flat $10 charge. Council members did not record any opposing votes during the roll call; the minutes list Yeas as Jan Hensley, Virginia Fulginiti, Rick Workman, Rachel Michael and Louis Heidel. The motion carried and the fee was adopted as proposed.
Council had earlier handled routine items including adoption of a revised agenda and consent agenda, and then addressed staff and committee reports before taking the fee vote. The meeting later entered a closed session for legal consultation under Virginia Code § 2.2‑3711.A.8 and reconvened to certify the open‑session minutes before adjourning.
