Planning director reports Tree City USA conditional award, permit and enforcement activity

Planning Director Neville presented the planning department’s March 2026 monthly report at the April 27 meeting, announcing a conditional Tree City USA award and summarizing permit, inspection and enforcement activity.
Neville said Emerald Isle received a conditional award from the Urban and Community Forest Program via the North Carolina Forest Service and that a service contract to implement the program is expected to be in place by July 1. "Once they have the contract in place, they will reach out to the town to initiate the project implementation process," Neville said.
On enforcement and permits, Neville told the board there were 29 active public-nuisance case files and that staff had closed three nuisance cases in March. He reported $9,730 in zoning fees collected for March, 75 zoning permits issued during the month and 27 inspections completed. He also said 14 of the 29 open nuisance cases involve building without permits and that the department is actively bringing those properties into compliance.
Board members thanked staff for progress on nuisance enforcement and for the report. Neville said residents can reach the planning office with questions and that staff will continue to work through outstanding cases and coordinate with other agencies as needed.
