Plumsted BOE reviews student-safety data, affirms HIB finding and advances anti-bullying policy to first reading

At its Feb. 12, 2025 meeting at New Egypt High School, the Plumsted Township Board of Education reviewed the Student Safety Data System summary for Sept. 1–Dec. 31, 2024 and affirmed one Harassment, Intimidation and Bullying (HIB) finding.
Superintendent Mr. Ytreboe presented the SSDS data showing New Egypt High School recorded 22 incidents during the reporting period, with 13 HIB allegations and 5 confirmed HIBs. Gerald H. Woehr Elementary recorded 2 incidents with 2 confirmed HIBs and 5 restraints/seclusions; New Egypt Primary recorded 0 incidents and 1 restraint/seclusion. The board received the report and then received and affirmed HIB case HS-07-24-25 as part of its consent motions.
The board also advanced multiple policy items to first reading, including Policy 5512 (Harassment, Intimidation, or Bullying), Policy 5710 (Student Grievance), Policy 7441 and Regulation 7441 (Electronic Surveillance in School Buildings and on School Grounds), Policy 9163 (Spectator Code of Conduct), and Policy/Regulation 9320 (Cooperation with Law Enforcement). The Policy Committee had earlier discussed updates from Strauss Esmay and possible new spectator and grievance policies.
An audit presentation from a representative of HFA reported no deficiencies in the district’s audit; the board recognized students of the month as part of the presentations. No members of the public addressed agenda items during the public-comment period.
The HIB report receipt and affirmation were approved in a consent vote that included other routine items; the board’s roll-call approvals were recorded as unanimous among present members. The board did not take further public action on disciplinary details beyond the formal affirmation of the listed HIB case.
The board’s next procedural steps are to continue the policy-first-reading process (final adoption would follow at a later meeting) and to include SSDS reporting in future superintendent updates.
