Superintendent Charles told the Portland Board of Education the district will appoint a building committee on July 15 to begin work on a planned facilities project and to issue requests for qualifications and proposals for architectural, construction management and project‑management services. Charles said the committee will include people with experience on large projects and that he hopes the group will meet as soon as late July to appoint officers and set a summer meeting schedule.
Charles said having architects and an operations project manager at the table is critical for conversations with the state's Department of Administrative Services and for the newly required "design conferences" that support placement on the state's priority list. "I don't want to be sitting in a meeting with the state having a conversation about design of buildings without an architect," he said, arguing the expert presence will help the district answer state questions and advance grant work.
Board members asked whether the district was taking the right steps; Charles and other trustees said the committee's composition and early RFQs will reduce guesswork and help shape cost estimates and scope. The item was reported as an administrative update; no vote was required. Charles said he will contact appointees once the committee is seated and will brief the board on next steps.
