Plumsted Board awards substitute staffing contract, approves tuition and service contracts

The Plumsted Township Board of Education voted Aug. 14 to award a substitute staffing contract to ESS Northeast LLC for Sept. 1, 2024–Aug. 31, 2025 and to approve a series of tuition and service contracts and monthly financial certifications.
Board members approved the staffing award after the board accepted bids (bid 2025-04) showing ESS Northeast had a 27% mark-up compared with a 29% mark-up from EduStaff, LLC. The approved contract lists specific daily and hourly rates for substitute teachers, paraprofessionals and clerical placements. Mrs. Morgan moved the award; Mr. Goodman seconded and the motion passed on a roll-call vote (six yes, Mr. Meroney absent).
The board also approved several tuition and provider contracts presented by the superintendent and business administrator. Notable approvals included a tuition agreement with the Children’s Center of Monmouth County for $84,839.06 and a contract with Y.A.L.E. School North II for $70,041.30. The board approved a shared-time and full-time tuition arrangement with the Ocean County Vocational Technical School Board of Education covering 26 shared-time and 18 full-time students at a total of $51,584.00. The board approved a Level 1 service contract with the Commission for the Blind and Visually Impaired for $2,420 to serve one student, and an agreement with Towne Kids LLC to provide nursing services for a listed student for the 2024–2025 school year.
The business administrator also presented a school physician contract with Andrew Nelson, M.D., as a non-fair-and-open contract not to exceed $20,000; the motion notes Mr. Nelson has submitted a political-contribution disclosure form certifying no recent reportable contributions to local candidates.
Board members certified the June financial reports and transfers under the cited N.J.A.C. provisions, and approved routine bills and claims. Several agenda items reference attachments (detailed bills, vendor agreements and bus-route maps) that are noted in the minutes but were not included in the published minutes.
The board convened and voted on these finance items after opening remarks by Superintendent Mr. Ytreboe. The approved motions will be executed by appropriate district officers per standard contracting procedures.
