Four Oaks approves special-use permit for Blackcreek Road mechanic shop with subdivision and easement conditions

The Town of Four Oaks Board of Commissioners voted unanimously April 20 to grant a special-use permit allowing a home-based mechanic shop and vehicle sales at 3182 Blackcreek Road (Parcel 15H09025B), subject to conditions including subdivision of the shop parcel and an easement to the adjoining parcel.
Petitioner Mark Lee described plans to renovate the site (new paint, concrete, a compliant road sign, and fencing meeting town standards) and said he would use Safety Clean to manage oil, tires and other environmental concerns. Lee told the board he planned to operate the shop between 9 a.m. and 6 p.m. and to eventually remove mobile homes from the property while respecting their current residents.
Attorney Mike Wilber administered oaths to witnesses before the quasi-judicial hearing. Neighbor Roy Moore acknowledged cleanup work to date but asked that the town’s codes be enforced to keep the site clean. Laura Lee Sherman, the listing agent, urged approval and said Lee had committed to meet town regulations.
Commissioners voted on the four findings of fact required for the permit — that the use would not endanger public health or safety; would not injure adjoining property values; would be in harmony with the area; and would conform with the future land use and thoroughfare plans — and approved each finding unanimously. Mayor Pro-Tem Tony Capps moved to approve the special-use permit with the previously outlined conditions; Commissioner Sauyer Roberts seconded and the motion carried unanimously.
Conditions recorded in the minutes include subdividing the mechanic-shop parcel into its own lot and creating an easement to the adjoining parcel; the approval also requires compliance with town ordinances and the environmental controls described by the applicant. The minutes note the purchase of the property was contingent on receiving the special-use permit.
Next steps: staff will record the subdivision and easement as required and monitor compliance with the permit conditions and town codes.
