Council approves licenses, appointments, sewer bonds and multiple traffic changes; one school-area ordinance passes 5–1
Summary
The council approved special-event alcohol sales, several on-premise liquor licenses, board appointments and two sewerage bond resolutions for a biogas project; it also adopted a series of traffic and parking ordinances requested by the school district, with Ordinance 3830 passing 5–1.
The Fond du Lac City Council on July 8 approved a package of routine licenses and appointments, authorized two sewerage system revenue bond issues tied to a wastewater biogas project, and adopted several traffic and parking ordinance changes primarily requested by the Fond du Lac School District.
City clerk Miss Hefter introduced multiple alcohol-license items that passed unanimously: In Tandem Theater's request to sell fermented malt beverages at Buttermilk Creek Park for a Shakespeare in the Park festival (Aug. 27–29); Martinez (1305 S. Main St.) for Class B and Class C licenses; Sushi Veil (525 N. Peters Ave.) for Class B and Class C licenses; and Vendi Cards (49 N. Main St.) for a Class B fermented malt license. All four license items cleared on staff and committee recommendations following background checks.
Council also approved two bond resolutions introduced by Director of Administration Tricia Davey to fund the city’s wastewater biogas project. Resolution 9,249 authorizes up to $3,265,000 in taxable sewerage system revenue bonds to cover design, engineering and inspection costs; Resolution 9,250 authorizes up to $12,135,000 for construction costs. Davey said the project’s construction is underway and that the Wisconsin DNR is ready to close on Clean Water Fund loans that will fund the bulk of the project.
On traffic and parking, City Engineer Mr. Johnson described a set of code amendments to Chapter 6.30: adding no-left-turn restrictions at two locations (Ordinance 3827) to address school‑hour backups and to codify an existing no-left sign installed in 2022; adding limited-time parking on East 13th Street during school hours (Ordinance 3828); creating a bus loading zone in front of STEM (Ordinance 3829); and changing pickup/drop‑off and bus loading arrangements at Waters Elementary with related limited-time parking (Ordinance 3830). Johnson said the Waters changes followed resident input at advisory parking and traffic and were intended to reduce congestion during pick-up and drop-off.
All traffic and license items except Ordinance 3830 passed unanimously. Ordinance 3830 passed with five votes in favor and one opposed; the presiding officer recorded Mr. Zimmerman as the lone no vote.
The council also approved Resolution 9247 appointing Grama Barbee to the Fond du Lac Public Library Board and Resolution 9248 reappointing members to the Plan Commission, Historic Preservation Commission and Public Library Board; both measures passed without objection.
The meeting concluded after approving all action items; council members will consider budget and CIP items in upcoming workshops.
