The Village of Warrens Human Resources Committee met at 10:00 a.m. March 27, 2026, at Village Hall to review a suite of personnel ordinances, an employee handbook update and several standard operating procedures. Committee members A. Werner, J. Le Mere and T. Swope were listed as present; the meeting adjourned at 11:57 a.m.
The meeting notice and agenda made clear the committee has not been formally established by Village Board resolution and therefore was conducting orientation and planning only. The notice said the panel may not take official actions, make motions, or recommend items to the Village Board at this time, so no votes occurred during the session.
Agenda items reviewed for informational purposes included a Human Resource and Personnel Administration Ordinance, a Human Resources Committee Ordinance, a resolution to designate a personnel officer, and a resolution to appoint members to an HR/Personnel Administration Committee. The committee also listed an Employee Handbook update and related adoption resolution, a package of benefits and compensation proposals (including an establishing compensation & pay plan resolution), a supervisor discipline guidance matrix policy and associated SOPs, and SOPs for leave approval, employee supervision, performance evaluations and personnel records management.
The meeting packet emphasized planning and review: the stated goal was to "review all remaining items so the Committee can later provide recommendations to the Village Board as individual Board members." The agenda included a public-accommodation notice referencing the Americans with Disabilities Act and instructions for requesting accessible materials.
The meeting record names Tonna Claussen as Village Clerk; however, the roll-call table lists Village staff (T. Claussen) without a checked box, indicating staff presence was not confirmed in the roll-call row. The agenda lists the next meeting for April 1, 2026, at 12:30 p.m., and notes that meeting information is posted at the village website, Village Office, Warrens Mall and the Warrens Post Office.
Because the committee is not yet authorized by Village Board resolution, any formal recommendations or motions will need to be made later by members acting through the Village Board or after the committee is formally established.
