New Melle aldermen review annexation requirements, note 15% contiguity rule

The City of New Melle Board of Aldermen met in a work session on Aug. 22, 2024, at New Melle City Hall, 145 Almeling Street. Mayor Steve Burt called the meeting to order at 7:05 p.m.
The board completed roll call; present were Mayor Steve Burt, Alderman Nelson, Alderman Karrenbrock, Alderman Schneider, Alderman Goodman, Planning & Zoning Chairman Wes Stefanko, Commissioner Samantha Sims and City Attorney Steve Martin. Commissioners Sharon Duggan and Allen Hanner were marked absent. Marcia Gay served as city clerk for the session.
Alderman Karrenbrock moved to approve the agenda and Alderman Nelson seconded; the motion passed unanimously. The body then reviewed annexation requirements and procedures, examining the City of New Melle ordinance, St. Charles County ordinance and Municipal League guidance.
Officials noted that under the relevant rules discussed at the session, parcels must be at least 15% contiguous with existing city limits to qualify for annexation. Board members agreed the city should first identify which properties meet that contiguity threshold before pursuing any annexation petitions or formal actions.
There were no formal votes on annexations during the work session. Alderman Schneider moved to adjourn at 7:50 p.m.; Alderman Goodman seconded and the motion passed unanimously.
The city clerk prepared the minutes for the session; any next steps on annexation will depend on staff identification of potentially qualifying parcels and any subsequent agenda items or petitions brought to the board.
