Commissioners approve liquor-license transfer, library parking project, air‑service amendments and other consent items

The Sweetwater County Board of County Commissioners approved multiple routine agenda items on July 7, including a liquor-license transfer, project awards and intergovernmental amendments.
Clerk Cindy Swinson presented a transfer request for a retail liquor license at the new Maverik location, 8900 Highway 374 in Green River. Commissioners discussed operating hours on the application, noting county resolution limits retail hours to 6 a.m.–2 a.m.; the clerk confirmed the application includes the county hours restriction. Commissioner Richards moved to approve the transfer from 3 74 Liquor LLC to Maverick Group LLC; the motion carried unanimously.
On capital projects and contracts, Assistant Public Works Director Andy Hoot recommended awarding the FY2026 Sweetwater County Library parking-lot project (Green River) to R and D Sweeping and Asphalt Maintenance LLC for $102,062.01 and authorized the chairman to sign project documents; the board approved the award.
The board also approved Amendment 4 to the Wyoming Commercial Air Service Improvement Plan cooperative agreement (county–cities cooperative agreement) and Attachment 1/Amendment 5 (MOU with WYDOT) that reflect previously budgeted local shares for the state's capacity-purchase program. Airport Director Devin Brubaker explained the program math and local/state splits; county staff said the amounts match the FY2027 budget.
Additionally, the board approved a resolution authorizing appointment of a special prosecutor and unanimously approved an annual compensation agreement with the University of Wyoming for a part‑time horticulture position.
A single warrant (Vaughn's Plumbing and Heating) and hospital lab expenditures were taken off the consent agenda for separate votes; the board subsequently approved the warrant (one member abstained on a separate related payment due to employment conflict) and approved the hospital lab expenditures.
