Oakland council introduces Forward Planning Committee to prepare for affordable-housing round

The Oakland Borough Council on June 17 introduced an ordinance to establish a Forward Planning Committee intended to coordinate long-range planning across departments, schools and external professionals to better prepare for development-related issues including the borough’s fourth-round affordable-housing obligations.
Council members described the committee as a proactive measure to avoid reactive decision-making: it would bring planners, engineers, attorneys and relevant department representatives together to create a 10-year strategy with a staggered five-year midterm plan. The ordinance caps the committee at 15 members; initial appointments will be staggered so terms can be rotated.
Council discussion noted the committee could help the borough anticipate where affordable housing will be located, limit last-minute responses and preserve community character. The council scheduled a public hearing and final adoption for July 15 in Council Chambers, and a special joint planning-board/council meeting on June 23 at 7 p.m. at the senior center to begin Round 4 conversations.
No public comments opposed the introduction during the June 17 meeting; staff and council welcomed questions and encouraged review of the ordinance packet.
