Council approves $242,009 UV system repair and $29,193 pump rebuild for Shoal Creek plant

The Neosho City Council voted 7-0 to approve two procurement items for the Shoal Creek Wastewater Plant.
Kendall, a city staff member overseeing utilities, told the council the UV disinfection system was installed in 2006, had reached an age where failures were becoming frequent last year, and that a Wedico technician recommended repairs short of full replacement. Staff characterized the procurement as sole-source because Xylem/Wedico is the manufacturer and service provider for the existing system. Staff requested approval of the quote for $242,009.44 (reported in the meeting materials) to restore the system to operating condition. "It's the final step in the treatment process," Kendall said of the UV system, and council members pressed on lifecycle and criticality; Kendall said the product's lifecycle is about 20 years and that the repair is far cheaper than full replacement.
On a separate agenda item, staff recommended awarding the lowest responsive bid to Mid America Pump to rebuild a Fairbanks Morris recirculation pump at the Shoal Creek plant for $29,193.29. Staff said three bids were solicited and three returned; staff recommended acceptance of the low, responsive bidder. Council asked whether either purchase was covered by budgeted capital funds and staff confirmed capital funds exist to cover the repair expenses.
Both motions were made, seconded and approved by roll call vote (each 7-0). Council asked staff to notify them if there are future supply-chain delays or additional unexpected costs.
