The Neosho City Council voted 6–0 to accept a highest bid of $948,000.01 for a city‑owned parcel on Doniphan Drive, a staff presentation said. The property had been appraised at $840,000.00, and city staff recommended awarding the sale to the single bidder, identified in the meeting as Neosha Holding Company.
Council members asked staff about current M‑2 manufacturing zoning and how proceeds could be used. A staff member noted the sale could fall under the city’s economic‑development incentive provision (cited in the meeting as code section 1 20 dot 2 35 subsection c), which—if the council elects and if requested—could allow up to 50% of proceeds to be returned for infrastructure improvements to the property. Staff said no such request had been made by the bidder at the time of the vote and that the council was simply being made aware of the option.
A council member asked whether staff or citizens had prompted the city to pursue the sale; staff said the offer followed a public bid process and that the city does not yet have a specific planned reuse for the parcel. The council approved a motion to accept the bid and directed the clerk to call the roll; the motion passed 6–0.
The council’s approval covers the bid acceptance only; any infrastructure rebate or subsequent agreements would require additional requests or action by the council.
