Finance committee forwards multiple grants, MOUs and street‑overlay contracts to the governing body

At its July 7 meeting the Cheyenne Finance Committee moved a set of mostly noncontroversial items to the governing body with committee recommendations to approve several grants, an MOU, and street overlay contracts.

Key committee recommendations and motions:

- Resolution to accept pledge funds from BORMAC to support Safe Routes to School improvements and traffic control devices (pledge amount described by staff as approximately $150,000). The committee voted unanimously to recommend adoption by the governing body.

- Grant agreement with the Wyoming Office of Homeland Security for the 2025 State Homeland Security Program (SHSP): Fire Chief Andrew Dykeshorn said the award is $92,108 with no match requirement and will fund training, travel, equipment maintenance and exercises for a 25‑member HAZMAT regional response team. A clerical typo in the staff report listing was corrected and the committee recommended approval unanimously.

- Memorandum of understanding with Cheyenne Frontier Days, Inc. for use of city land and buildings during the 2026 CFD celebration; Jason Sanchez said the MOU is routine and the committee recommended approving a $15,000 amount to be forwarded to the governing body.

- Street and paving contracts: staff recommended acceptance of bids from Simon Contractors for the Del Range overlay ($1,026,502) and City Overlay No. 1 ($1,838,027.50), and from Miller and Sons for City Overlay No. 2 ($1,877,787.35). Committee members asked routine clarifying questions about pavement management and neighborhood sequencing; each bid recommendation passed unanimously and will be considered by the governing body.

All of the above recommendations were forwarded to the governing body for final action.
