East Lansing review team approves final financial report, drops recommendation calling for planning-commission CIP review

The City of East Lansing financial review team approved its final report and voted to remove recommendation number 10, which had called for annual review of the city’s capital improvement program (CIP) by the planning commission.

Chair Rohde moved to eliminate recommendation #10 and renumber the report; a committee member seconded the motion and the committee adopted the change by voice vote. During debate, Commissioner Klein summarized a point raised by another member that, “under state law, it's required for the planning commission to produce the capital improvements plan,” arguing that the recommendation could be redundant as written.

Supporters and critics of keeping the sentence discussed alternatives: removing the final sentence of the paragraph while retaining a cross-reference recommending an annual review as part of the budgeting process, and adding internal cross-references (for example, to recommendation 13 on vacancy-factor and recommendation 19 for other budget items).

The committee also addressed editorial fixes to the report’s introduction (tense and phrasing) and several minor copy edits, including page-number and comma corrections. A committee member read suggested language to clarify the introduction to state that the City of East Lansing financial review team “was established by council resolution in December 2025,” and the chair said she would update the draft accordingly.

After the edits and the removal of recommendation #10, Commissioner Klein moved to approve the revised final report. The motion passed by voice vote; the transcript records members saying “Aye” but does not record a roll-call tally by name.

The chair said she would circulate the revised final report either that evening or first thing the next morning with the agreed changes and the renumbering for forwarding to city council.
