Alma council approves survey, testing and architect bill to advance school-donated library site

The Alma Common Council on Jan. 16 approved several contracts and invoices to advance a proposed library on land the local school plans to donate to the city.
Finance Committee Chair Gary Jepsen told the council the draft agreement for the library grant "has been reviewed and is ready for the Mayor’s signature." Jepsen said the donated property will require a survey that is not covered by the grant; the council approved the survey at the meeting.
Council members voted to authorize Paragon Associates to perform the required land survey for $3,860 (motion by Gary Jepsen, seconded by David Earney). The council also approved Chosen Valley Testing, Inc. for the environmental report and geotechnical and environmental services totaling $15,700 (motion by Jepsen, seconded by Loren Mueller); Jepsen stated the environmental fees will be covered by the library grant. Separately, the council approved payment of an $11,891 invoice from FEH Architects and instructed staff to submit it for drawdown once cumulative invoices reach the $25,000 minimum pay request required by the grant (motion by Davie Meier, seconded by Mueller).
The council additionally voted to move forward with title work on the school property and to work with the school’s attorney (motion by Larry Grisen, seconded by Meier). All motions were approved by roll call with all members voting yes.
What happens next: The city will continue title work and submit eligible invoices for grant drawdown; survey and environmental work will proceed as contracted.
