Norborne board approves lead-service-line funding application, renews attorney contract and OKs reimbursements

The Norborne Board of Aldermen on Feb. 10 approved several administrative and infrastructure actions, including submission of a Missouri DNR application for lead service-line replacement funding and the renewal of the city attorney contract for 2026.
Alderman Josh Elliott moved to submit the DNR application and approve an accompanying resolution; Alderman Jackie Hall seconded and the motion carried. The minutes do not provide the resolution text or a recorded roll-call tally. Mayor Jacob DeMint also reported that he submitted a letter of support requested by "US Fish and Game" for a proposed 1,100-acre National Wildlife Refuge south of Norborne.
The council approved a reimbursement to resident Darrell McBee for a recent sewer-line replacement. McBee described a legacy problem he attributed to a meter pit installed on his sewer line years earlier; Alderman Elliott moved to reimburse McBee $1,422.50 (half his bill), Alderman Julie McClure seconded and the motion carried.
On financial matters, Alderman Jackie Hall moved to move a maturing certificate of deposit from a 12-month to a 6-month term at HS&L at an offered rate of 3.75%; Alderman Josh Elliott seconded and the motion carried. Alderman Elliott also moved to approve the January 2026 Finance and Treasurer's Report; Alderman Hall seconded and the motion carried.
The board renewed the city attorney contract with Cassandra Brown for 2026 after a motion by Alderman Elliott and a second from Alderman Hall. The minutes show routine approvals with motions recorded as "carried" but do not include roll-call vote counts. The council adjourned the open meeting and reconvened in closed session at approximately 6:56 p.m.
