Alma council reviews routine committee reports; approves garbage bag price increase and park seasonal closures

Services Committee Chair Loren Mueller reported that student-built feral-cat housings were placed with help from Tim Lewellyn of Animal Friends of Alma. Because of higher garbage and recycling costs, the committee recommended raising the city garbage bag price from $3.25 to $3.50; the council approved the increase effective Jan. 1, 2025.
Utilities Committee Chair Larry Grisen reported the committee directed the city clerk and city attorney to draft a policy for requests to reduce sewer bills when unknown leaks occur (for example, frozen pipes). Grisen said the committee is also developing an ordinance amendment that would require separate sewer laterals for twin homes and duplexes. The committee sent letters to homeowners on North 2nd Street to survey ownership of a retaining wall that needs repair or replacement.
Parks and Recreation Chair Davie Meier reported that repairs under the observation deck at Rieck’s Lake Park have been completed, railing repairs are scheduled, and the committee approved setting the park and campground closure dates annually from Oct. 15 to April 15 because of operating costs. Foreman Joe Wick will present additional proposals for park restroom upkeep. The committee also noted ARPA grant work for Rieck’s Lake Park, Beach Island Park and Buena Vista Park has been fulfilled and payment is forthcoming.
Council members approved the committee reports and related motions by unanimous voice or roll call votes as noted in the minutes.
