Alma council approves $200,000 loan, 2025 wages and health plan; moves ahead on Riverland Energy purchase inspection

At its Oct. 10 meeting the Common Council approved a series of administrative and capital items.
Borrowing: The council voted to approve a borrowing resolution for an additional $200,000 operational loan with the Bank of Alma.
Personnel and benefits: The council approved the 2025 employee wages as presented and voted to remain with the city’s existing health insurance carrier and plan (Quartz Platinum P503 POS) for 2025; the committee reported a projected 17% increase in premiums but recommended keeping the current plan.
Law enforcement contract: The council approved an amendment to the law enforcement contract with Buffalo County that sets a five-year term followed by a one-year option, after Buffalo County requested a one-year termination period instead of the previously discussed five-year period.
Riverland Energy property: Mayor Champeny said the city has been in contact with Riverland Energy about acquiring the property to house a fire station, city hall and street equipment. The council approved a Letter of Intent to purchase the Riverland Energy property and authorized up to $5,000 to engage William Boettcher, structural engineer with Lien & Peterson, to perform an appraisal and building examination.
Other approvals: Council approved tabling the Bisek easement request for 209 N. 2nd St., approved a one-day Class B Beer/Wine license for Enhance Alma on Nov. 1, 2024, and approved routine committee reports and minutes. Fire Chief Tom Brakke told the council the department is "excited about being a part of this project" and said the Riverland building’s bays would allow the ambulance to be stored and improve deployment logistics.
All motions recorded in the transcript passed on unanimous votes of members present.
