City staff and a Burns & McDonnell representative described the project as necessary to meet Department of Natural Resources (DNR) permit requirements and to address a currently impaired stream. Jeff Bonnard from Burns & McDonnell said the project "started probably 2021" and that the design and construction work is intended to help the city meet the next level of effluent limits so the stream can be removed from the 303(d) impaired list.
Council adopted Resolution 36-11-26 to authorize the mayor to sign all necessary documents for the design-build contract and then adopted Resolution 36-12-26 to accept state revolving fund financial assistance for the project. The council noted the work is complicated and expensive and thanked staff and consultants for their engagement through project development.
Staff said the project is intended to maintain compliance with effluent limits, protect downstream water quality, and reduce the need for future incremental improvements. No specific construction schedule or total project cost was provided during the discussion; funding authorization via the state revolving fund was approved.
