Fenton committee denies school field-donation request, forwards two large park events and a charity game with insurance caveat

Heritage Christian Academy (Athletic Director Kelly Crooks) asked the Board to waive or reduce fall 2026 field rental fees because the small private school’s soccer program runs at a deficit and it alleged poor field conditions had contributed to a student injury. Alderwoman Robin Huels said donation of field time is not cost-effective and recommended establishing a non-profit fee guideline for consistency. The committee voted unanimously to deny the donation request but waived the 30‑day cancellation fee.
Organizers Ryan Glasscock and Jen Raffaelli requested a reduced rate for St. Paul Athletic Association’s annual soccer tournament (Aug. 3–9), which they estimated would attract about 125 teams and roughly 10,000 attendees over the event period. The committee voted unanimously to forward the request to the April Board meeting for approval.
Greg Burton requested use of a single softball field for a 100‑Innings Charity Softball Game benefiting Siteman Cancer Center. Burton said he did not yet have insurance coverage; City Attorney Erin Seele explained the City typically requires sovereign‑immunity‑level insurance (around $3.54 million) but can consider waivers in low‑risk situations. The committee moved the request to the Board with the condition that Burton obtain appropriate insurance and finalize a date before Board action.
