Cotati director approves temporary parking permit near La Plaza Park for Kids' Day

Senior Planner Harrys told the Community Development Directors that the lots at the corner of West Cotati Avenue and Olaf Street have been used previously for parking for the accordion festival and that staff expects space for “30 to 40 vehicles.” The permit would allow parking on the parcels for a single day, from 7 a.m. to 5 p.m.; the Kids' Day event is scheduled from 8 a.m. to 3 p.m.
Harrys said the zoning does not normally allow parking on those lots, so a limited-term permit is required. Conditions of approval listed by staff include limiting the activity to one day and the 7 a.m.–5 p.m. window, posting a sign with a contact for complaints, provisions for site cleanup after the event, and other measures intended to prevent adverse neighborhood impacts. He said the police department requested that someone be on-site to assist with parking to avoid backups onto neighboring streets, and the Rancho Adobe Fire Protection District (now Sonoma County Fire) required that the site be mowed to 2 inches or less before the event. Harrys also stated the proposal is exempt from the California Environmental Quality Act because of its temporary nature and lack of long-term environmental impacts.
When asked who would manage arrivals and departures, staff replied that city staff would handle parking operations. Staff also said they had mailed notifications to all properties within 500 feet of the lots, posted notices at the location, and that they had received no calls or comments about the request.
Director Hausch said he was “fully supportive of the request” and, citing past experience with events at the site and the added conditions, approved the permit for the one-day Kids' Day parking use. No public comment was received in person or via Zoom, and the meeting was adjourned.
The permit allows temporary, event-related parking only and includes explicit operational and site-restoration conditions; staff will implement the conditions and coordinate with police and Sonoma County Fire before the July 11 event.
