The council discussed site options — Greens Park, Cedar Center Park or the current location — and whether previously accepted LWCF funding for Greens Park would limit construction (LWCF typically requires preserved open‑air park space and limits enclosed buildings). Becky said she has requested the LWCF map and will verify what types of structures are allowable on Greens Park.
Councilmember Tammy moved to proceed with the grant application and to pursue Greens Park as the lead site, with the motion seconded and approved. Council asked staff to compile application materials and to bring final approvals back to the November meeting; staff noted the LWCF application deadline is mid‑November and the council adjusted its November meeting date to allow review before the submission date.
Council members asked staff to confirm prevailing-wage implications, potential project phasing (basic pool first, splash pad or kiddie pool later) and how prevailing wage or procurement rules could affect total cost. The mayor and staff said Westport Pools will present on Oct. 30 to provide contractor perspective before finalizing the application.
The city will proceed with application preparation, engineering review of Greens Park for suitability and discussions with LWCF staff about allowable structures and match requirements before any final funding commitment.
