Staff explained the procedures will allow the city to issue floodplain permits, require proof of flood insurance for properties in the floodplain, and notify applicants in writing about increased insurance premiums tied to variances below the base flood elevation. The draft cites that insurance premiums could increase by up to "$25 for every $100 of insurance coverage" in some variance scenarios.
Council members asked for a floodplain map and for staff to verify the insurance-rate language before voting. Several members noted they did not want to approve language that sets expectations the city cannot change because the state supplied the template. The city has a December 6 deadline from state review, and staff said some elements are standard state verbiage required for FEMA eligibility.
After discussion, the council agreed to table the item to the next meeting to allow members time to review the map and confirm rate implications and engineering details. Staff said they will return with the map and any clarifications before final ratification. The mayor confirmed the city must adopt the administrative procedures to remain eligible for FEMA assistance should a major flood occur.
